The Sultanate of Oman has officially established the International Financial Centre (IFC) Oman under Royal Decree No. 8/2026 — a landmark development set to transform Madinat Al Irfan into the country’s premier financial district.
Positioned at the heart of Muscat’s New Downtown, IFC Oman significantly strengthens the commercial gravity of the surrounding area. Its proximity to The Boulevard by Muscat Hills, alongside major financial institutions including the Financial Services Authority, Ominvest, and the headquarters of Bank Muscat, reinforces the district’s emergence as Oman’s primary corporate and investment corridor.
Licensed establishments will operate within IFC Oman’s designated boundaries, with flexibility to establish branches outside the Centre or acquire shares in local companies in accordance with Omani legislation and IFC Oman regulations. The Regulatory Authority may also authorize activities outside Oman under its supervision.
The Centre will be governed by a Council appointed by Royal Order, ensuring strong oversight, operational independence, and accountability. IFC Oman will also feature its own judicial system, including a Primary Court and a Court of Appeal, enabling efficient and specialized dispute resolution under its jurisdiction.
For Muscat Hills developments and the wider Madinat Al Irfan masterplan, the establishment of IFC Oman represents a powerful catalyst — driving demand for premium office space, residential units, hospitality, and lifestyle assets.
